I've been reading a lot about this problem, and you probably won't like the answer. No one seems to have a definite cause or fix for the problem. It appears to be broken shortcuts in the menu, a lot of people have been experiencing it with Office shortcuts. My only advice is to download SP 1 and see if that corrects the problem.

O.k. I Know I Am Dumb But What Is Sp 1? And I Also Am Having A Problem With Norton Anti-virus, It's Off And Won't Let Me Manually Turn It On And It Says I Have 180 Days Left On The Subscription. I Had This Problem Before And Never Could Figure It Out And Turned It On One Day And It Was Back On.

OK...Here we go...
This problem can be caused by a few things... CCleaner can be the cause, User Account Control (UAC) can also be the problem, running Vista on a system at minimum spec's, and using a cracked version of Vista are the biggest culprits.
I am attaching a zip with 2 .reg files in it to this post. The 1st is the fix and the 2nd is the undo for the fix if it doesn't solve the problem. The reg fixes are for XP but work on Vista as well. I have used this with success on a number of systems with this problem. I make no guarantee that it will work but it can't hurt.
Make a system restore point before using so you can reverse it if needed. To use .reg files just double click the file and click yes.
After applying the fix reboot.
